Is there any way to use Apple Music without using iCloud music library? I managed to fix my library, but whenever I enable icloud library, everything goes back to being jumbled again.
You can use Apple Music without turning on IML purely for streaming, but you won't be able to save playlists, add songs to "My Music" and/or listen to them offline. (Totally crazy, I know, as these are the most basic functions you can imagine when it comes to a music streaming service and they in no way depend on the IML matching.)
I am pretty sure though (or at least I hope) that Apple will backpedal soon and allow these basic functions WITHOUT being forced to turn on IMS. This is madness and even Apple won't get away with it.
Perhaps make an option with IML to not match or upload at all, thus keeping everything you have as is PLUS being able to have things added from Apple Music sync through the cloud to all devices.

I did this manually by holding down option key when starting iTunes and starting a new library. Tuen iCloud Music library on and it will populate it with everything you have in the cloud. From there, you can start deleting songs. It takes a few tries turning IML on and off to make sure you delete everything in the cloud. I also suggest deleting in batches of 999 songs or less.They just need to allow you to clear out your old iCloud iTunes MAtch stuff and start over. Until then a lot of us won't be able to use Apple Music.
I really don't know why there isn't a way to select a single song to upload to the cloud. I want to try and sort this one album out, but I still have 2,600 songs waiting to be uploaded and I can't figure out a way to just push ONE to the cloud. Frustrating.
You may have to wait till it's done processing (should be a spinny wheel like thing around the top right in iTunes if it's still scanning your 2600 songs.) You can just do single songs once it's done. Anytime after the initial scan/match/upload when you add anything into iTunes from a local file it will have a dotted cloud icon and requires a right click and "add to iCloud music library"
Have you checked to make sure those 25 files are not corrupt in any way? When I first got match it got hung up on some files and ever really finished causing all kinds of issues including the wifi dropping out. Come to find out those files were corrupt. Once i removed them and used a wired connection on my computer everything went just fine.

IML will not accept anything lower than 96 bitrate or more than 200mb in size for each track.
