"Jetzt informieren" still redirects you to the normal coming soon page. And the wording is really interesting. "Sie benötigen nur ein Apple Pay fähiges Endgerät und eine Deutsche Bank Mastercard oder ein Deutsche Bank Konto". So the rumors about them providing anyone with an account with a virtual Debit Mastercard seem to be correct.

Not issue at all. While there are certain credit cards that only allow adding it to the wallet when your phones set to the right region, you can change the region back. But 95% of cards don’t require that.

Yes... No problem! UK cards and boon (via IRL) in my Wallet and been using both for several years without any hiccups!

"Deutsche Bank Card Plus" is a current product anyone can order, this is a Mastercard Debit.
The theory is, also because of a FAQ that shortly appeared on the DB website, that they also issue the same card as a virtual card as well in case you don't have or need the physical card. This will be done directly in the app.

Some people falsely stated that you can "add your Girokonto to Apple Pay", which is wrong. You cannot add "your Girokonto". DB just issues a virtual card. As this is a debit card, it works by directly debiting from your currents account (Girokonto).
 
I'm missing an option like "only after all the other countries where you didn't expect mobile payment have launched" ;)
