It got announced for Germany and other countries in Europe during the presentation of the AppleTV 4K.

Sounds fine to me. Apple Watch prohibits payments when the device has been off the wrist for a second or so.

maybe you could argument that the user's heartbeat is the `receipt of a dynamic validation element on the device`, then the watch would be authenticated between 40 and 200 times a minute.
Since Belgium launched and Germany didn't, the statement that Germany will launch after Belgium is hard to argue against and also extremely redundant.
