Overall yes, however my battery still ferls worse than it was on 12.

Notes don't sync (at least not reliably), sometimes taking hours or not at all. This is an app many use as an integral part of their work flow.
The battery life and phone bugs were very annoying but they appear to be fixed in 13.1.3. I've had a good day on battery life today.
The iPadOS issue with changing orientation and the home page were annoying but fixed now.
Email not loading message bodies was annoying. The performance was also annoying. Fixed in 13.1.3.
My main remaining issue is Notes not syncing. It continues to be a problem and it's definitely one Apple should fix but I guess that the priority wasn't high enough.
I use notes everyday as well and it’s working perfectly / near instantly for me. You might want to try logging out from iCloud and back in to see if that fixes the issue.

If you spend time reading the threads involving bug reports, the thing that's mind-numbing (to me at least) is the degree of inconsistency with 13. I don't recall this degree of inconsistency among users with 11 or earlier versions. Remember, this is a single-source environment...Apple provides the hardware, OS and native apps, and keeps a fairly tight grip on the app devs. You (I) would think that what worked and what didn't might be more consistent.
Notes are not syncing properly for me either. All settings are correctly configured. Signing out of iCloud did not fix it, but created some strange Apple ID headaches for me. Frustrating that Apple would publish a release this undercooked. Worst release I can remember. I enjoyed 3D Touch and miss it on the 11 Pro Max. Is Haptic Touch worse on iOS 13 vs 12? I've noticed sometimes when I press down on an app, it doesn't do anything.
When it works, I agree. But, for some reason, I’m getting a several freezes/crashes per day on mine. And I’m on the latest dot release too.iOS 13 surprisingly flies on my iPhone 7 Plus! I was nervous about updating it, but I can't really tell a difference between this and the last iOS 12 version and I'm okay with that!
Not bad for a 3 year old phone!

Thank you for this post. If you’re still noticing issues after a wipe and refresh, then I’ll probably grin and bear it until the next update is published. You just saved me a lot of grief.I've had instances before where an upgrade required me to do a refresh, which is ok. Once I upgraded to 13, it got to the point where every app crashed constantly (even on 13.1.3). I reset the phone as new, which helped a lot. However, I'm starting to notice app behavior go south again (hangs, constant need to re-login to the app) and even the alarm not working (tested a few times). It's possible my iPhone has memory going bad, which would explain the almost corruption-like effects I'm experiencing, but it's impossible to tell at the moment given the current complaints surrounding iOS 13.
