Is it better to just update or restore and update to ios7? Or are they the same thing?
You are better off updating. Make sure you've backed up to both iCloud and an encrypted iTunes backup first.
I have heard a restore is better as it cleans the phone and installs a fresh copy of ios7.
121% to be exact. You can measure this in photoshop by setting a screenshot of your homescreen as your background, and then measure the scaling needed to match the icons.
Oh man, since installing iOS 7 on my iPad, I know for a fact I have brought up that bottom control center thing a million times while just scrolling in general on pages and FB and such. I just swipe a little too low I guess. Is anyone else doing this CONSTANTLY? I gotta get used to it more I suppose. :-/

My notification center and control center have list their translucency. How do I get it back?
How do I download SD video directly from the iTunes Store? On iOS 6 I could choose SD in the video app to get SD versions of TV shows, but that option seems to have disappeared.

It's actually the wallpaper that moves, not the tiles. I'm not sure of the exact dimensions but I found that changing the canvas size to 125% in photoshop fits pretty perfectly on my 4s.
I have one "shelf" style wallpaper that I love, so modifying it to fit ios 7 was a priority for me.
ETA: Upon closer inspection, it looks like both the wallpaper and the tiles move to create the parallax effect.
