Since iPhone OS 3.0, every major version of iOS had a second beta released between 12 and 18 days after the first beta. The past three major version were either 14 or 15 days. There is no reason to think that the pattern would change now.
Since iPhone OS 1.0, Apple has never been releasing Apple music service 3 weeks after the first beta. That could change things. Maybe it won't.... But maybe it will. You just don't know for sure. People who come to expect patterns from Apple are bound to be disappointed at some point.

So why did the Radio tab suddenly appear last week for everyone running 8.4 and ios 9?

We all downloaded a super-secret update from the NSA.

As a side note, though, the Radio tab has always been there through these betas. Only last week did the redesign with the Beats 1 link show up.

All it takes is a call back to Apple and Hidden=NO when needed at ViewWillAppear. :)

I could be terribly wrong, but right now, we have iTunes Radio only showing up, if you are in a supported location. So if you are currently not in one of those, it won't show up, but when you travel to the states for example, it will show up without the need for an update, right? Wouldn't this be the same?

With iTunes Radio I meant the old iTunes Radio, not beats one.

For American users who have always had access to iTunes Radio perhaps, but it definitely wasn't here in the UK when I first downloaded the beta

Re: pushed code. I'm sure I have received pushed updates from Apple along the way, without a iOS version update.

What if they release it 10 minutes from now, or 5 hours from now, or 7 days from now?

I don't think Apple's ever released an iOS update later than 10 AM Cupertino time, at least through the last three major release cycles. I might be wrong, though.
