Yeah for the final product.... Not for the beta versions.

Seeing that reduced battery life is a bug and the entire point of beta releases is getting rid of bugs, I think it's safe to say that Apple cares about the battery life.

But it's still a "feature" per se and something that needs to be fixed. This isn't just a battery issue...it's a drain.
What if there are a hundred other things that need to be fixed first . Or what if the battery drain is the results of something else that they are testing and won't be present in the final version?

iOS 8.2 and 8.3 were in beta at the same time. Or was it 8.3 and 8.4? It was one of those.

Yeah, but those weren't major changes like iOS 9. I imagine development for iOS 9 involves a whole lot more work than 8.4 with all the changes that it is bringing.

There's a big difference between "caring" for the final version and "focus" for an early beta release.

8.4's first beta came around 3PM didn't it?

The late release for iOS 9 beta 1 was due, in part, because it was announced at WWDC and released following the keynote address. The initial beta releases of major iOS versions have never been released at 10:00 PDT. Subsequent beta releases usually do have 10:00 PDT release time.

iOS 8.4 was not announced at WWDC. It's been in beta since April.

And did Apple promise an extra hour of battery life for beta 1 or beta 2? Before we get to GM/GA it may well provide extra battery life, but not in the early beta releases. Ever.

Did Apple promise proactivity for beta one? Did they promise split-screen multitasking on the iPad for beta 1? C'mon, dude.

All I am saying is that battery life has NEVER been a focus of a beta 1 release. Historically, battery life in any beta 1 release has always sucked. You don't have to get all butt-hurt because the battery life in beta 1 is bad.

Are you running this on your daily driver? If so, you got what you deserved. If not, what's all the whinging about?
