I downloaded Austins video as used example from my earlier post, using youtubedl and this command:
youtube-dl -f 137+bestaudio YOUTUBE URL
And using ffmpeg to merge video and audio. I then uploaded the mkv file to my Plex Server, and tried playing it back with no transcoding, original 1080p 24p. And it actually seems like it could be the Youtube app, that are making the stutter worse. I need a bit more testing, but as of now, it seems much more fluid playing the same video in Plex rather than Youtube.

NOPE not a Youtube App issue. It seemed like it at first, but when running the video several times, switching back and forth between Youtube and Plex, my earlier conclusion still stands. It’s there sometimes, but not always at the same time. It's a 24p video problem, and I'm sure it's on every iPhone Xs version. The reason why not everyone is seeing it, is twofold. It's periodically and some are just not as perceptive to stuttering as others.
P.S. everyone should just stop filming at 24fps and go to 60fps. It looks so much better, and I still can't believe that blockbuster hollywood movies still are 24fps. The new generation hates 24fps, as we are used to playing games as high as 120fps. And even new TV's have implemented trumotion, clear motion, and what ever the brand likes to call it. That fakes in between images, making the movie experience much more pleasing to the human eye.
