I have not experienced myself, but for what it's worth, I always do a full wipe and restore before ever using the phone right out of the box. Is it crazy? Probably. Perhaps this is why I didn't experience this.

Spoke to Apple this morning. It’s not something the local team is aware of as an issue yet, and this is the only emerging thread I can find on the internet so far. They have advised restoring the phone to factory settings and setting up again via iCloud backup. I’m giving it a go now for you guys and will report back.
Yes, I didn't have this issue with my iPhone 7. Tried with Wi-Fi Calling on and off--happens intermittently in both casesI did a Google search for static on iPhone calls and saw threads going as far back as the iPhone 6. Anyone in this thread had the issue on those phones as well?
Also do you guys have wifi calling on? My house has no issues with wifi, streaming, downloading, connecting, etc. but my iPhone 8 do have static and cut outs while on wifi calling. My internet package isn't that great, certainly not the fastest out there, but good enough not to be noticed with normal day to day stuff. Turned wifi calling off and perfect calls just like on my old 5s. Toggled wifi back on and immediate issues. Might be worth trying if any of you have wifi calling on as well.

Update - Apple have confirmed they have had several reports and are looking into it. They are not currently sure if it's hardware or software/firmware.

Sorry. But here are a few rules regarding customer support:
1) The customer is always right, if he reports a problem
2) The problem is always "known" to not come across as "surprised" by any issue.
3) They work on a solution, but no timeline or action is certain.
4) The customer can help by providing details. His/Her "story" is not ignored and "really important".
5) The link is the standard product feedback link that will basically be stored in a database.
What will not happen, ever:
1) "Oh, you are the first person to report this, we are clueless"
2) "Sorry we do not believe what you say is true, learn to use our products correctly"
3) "We don't know what the problem is, so nobody works on a solution, obviously"
4) "We really don't care if you like our products, you already paid for it, so we no longer care"
5) "Your complaint will not influence or quality assurance process anyway, it's all supply chained"

I’ve been advised to make an appointment at the Apple Store, but it’s quite far away so I would like to think it could be fixed with a software update, but the Apple Support chat seemed to think it is likely to be hardware related!

It could be. But when you play a video in youtube via 4g the phone is using the same components as a phone call (the antenna, speaker, and other components)It could be a hardware problem, due to interference between different components, only present at some moments.
