They didn't list a Discovery Download on the iTMS front page, so it was harder to find. Or maybe you are using Firefox and can not see the links? Select menu Tools > Options > Web Features and make sure "Load Images" is selected and "for the originating web site only" is unselected.

So putting it in your cart can be done anytime, but buying it has to wait until they get their act together and set the price to match its Discovery Download status.
