It was ... it's now Samsung's only other flagship line and given they have reduced the amount of devices they put out each year flagship wise, the Note is merely an extension now of the galaxy line. We saw that in Europe last year, and with the decision to go with the edge on this year's note 7 and change its numbering scheme to bring it in line with the Galaxy S, it's clear Samsung are catering to the wider commercial market now ...
Likewise this constant drive to add bigger and better specs especially in devices from same year is unnecessary. Software and overall user experience / functionality should be the main separator of the devices, not just the SOC underneath. You are getting a bigger screen, a digitiser and stylus, so there are still hardware changes.
Even if you get a snapdragon 820 and 4gb ram, it's not like your getting old specs, they are still top of the line 2016 specs.
For Samsung's profitability, the Note has to be a wider commercial success and not just a device for a niche crowd who are spec whoring ...
