I just played around with the 4 XL in store. It definitely seems like refresh rate is forced to 90hz on demo models even in low brightness which is extra shady on Googles part.

Otherwise, the phone felt great. Another step up on build quality. It was the black model so couldn’t comment on matte finish. Software felt really snappy. Seems like a good phone if not for the obvious drawbacks already mentioned in this thread.

Can any owner tell me what the astrophotography is like on the phone as that was one of the main things that interested me about it?

Interesting video...
The 3’s selfie camera seems better, and there were instances where I actually preferred the Pixel 3’s photo.

One take away, the forehead on the 4 XL, is way better than the 3 XL notch. Living with a notch for one year I thought my brain just let it fade away. But now when I go back to the 3XL it's immediately apparent and very distracting and ugly.

So as far as design and build quality the Pixel 4XL seems like a much improved phone compared to the pixel 3 XL in that department.
