I had a thinking about testing if its final or beta.

Just make a facetime call to phones on beta, i rmb reading if its a newer beta, it couldn't make facetime calls to older betas.

But if its the final release build it should be able to right?

Thats the go to answer which is most likely the case here but when you have people like us submitting reports day in and out and not seeing results .2 versions into a software there is something wrong here. Since iOS 10 I have been experiencing the safari blank page issue, the home button animation issue with my 7 (yes ive seen your posts about how that is not a bug) and removing recent contacts from the messages app and auto app updates and also the issue where you go into the App Store and it downloads an update only to see that it didn't install the updated version but a previous version of that app so then you have to hit install or update again. Im just so fed up with Apple and the fact that they have to release 3 or 4 versions of their iOS to get it somewhat right. Im just a die hard apple user and as someone who has invested money into their products and stock, I just expect more is all I'm saying. And I dont say that in a arrogant way I want someone like me to have the same experience as someone buying their first iPod touch using iOS and I just feel like little bugs and nuances are taking away from the true user experience.

This has been happening for years. Its usually because the update was literally just made available so it takes a couple of minutes for the information and app update to be in sync of each other. Typically by time the first install is complete of the previous app version, the new data is available.
See those are the little things apple needs to fix. Put a delay on the app showing up in the App Store or something. Those little quirks are what used to make the software great but now its just like WTF is going on

Thats not really something that can be fixed. Information is very small in size, so it travels immediately. The App update can be several GB in size, that takes time to move on the server. I've noticed that the delay between information and being able to download the app is longer when it comes to big games. Its been this way for years. Probably even before iOS 7.

Did this beta fix the orientation lock issue on iPad Air 2? Anyone that has an iPad Air 2 installed?

Another thing to remember is that the app isn't being uploaded to just one server. Apple uses a content distribution network to distribute software, and this CDN has hundreds of nodes all over the world. The app files have to be distributed among the nodes, and if the database that has information on which nodes have the files and the nodes themselves are out of sync, you can get little glitches like that.

I didn't even think about that. You are 100% correct.

Ive never seen that happen on any iOS other than iOS 9 and 10 to be honest

I have an iPad 2 running 7.1.2 and it did it last week with Real Racing 3 update. I updated as soon as it hit the server. (I was stalking the app store update pane). First install redownloaded the old update and by time that finished the new one was ready.

As mentioned above. You are talking about servers all around the world. Data travels at the speed of light, so there is still a delay. It cannot be instantaneous. And if you have bits of the data located at multiple servers, there will be a delay. The app information could be on one, while the app data could be on another. Laws of physics states otherwise.

I deleted it on my iPad due to some serious freezing issues and haven't been able to restore it by downgrading and then updating again via IPSWs. Not the end of the world but I'd like to use it on the iPad. Been trying it out on my Apple TV and it's actually pretty cool to use the Watch Now stuff. Once third parties update it and single sign on better it should be really nice. If only the TV app stored the third party apps ala iMessage apps instead of having to cram them all in a folder.

Couldn't find the .ipsw. Erased all settings and content and restore from iTunes backup (10.1.1). All is good. TV app is back. Took 45 minutes but it worked.

Available on OTA in Monaco. 1.98gb on iPhone 7+ 256Gb.
It's a rather large update for such a small release note. Maybe a RC or GM ?
Don't take it personally but I hate you for being in Monaco. I only do 2 weeks a year for F1. Back to the regularly scheduled programming:)
