I'm also not experiencing any significant change in battery life between 11.2.whatever and 11.3.1, for the most part everything seems actually pretty stable and fluid.

Have you tried deleting and re-installing FaceBook? sometimes that helps. Facebook app is just a data hog all together. One of my apps that I do actually swipe-out of the background/app switcher.Something tells me I need to delete Facebook and use Safari...or a different app.(Just started fresh the other day and have only used this handful of apps since then...could be why FB usage seems so exorbitant.)

Which iPhone are you using??Yep I deleted it and finally reinstalled it today. I can’t stand the mobile site for some reason. But yeah I always close FB out of my app switcher too. Such a battery hog.

11.3.1 is fine on my 7 with one exception..... notification tones sometimes play what I would describe as jerky or "stuttery". Like portions of the sound repeat several times randomly before it moves on to the next portion of the sound. Is that what you mean??

Really? interesting. I have been running every version of 11.x (including betas up to 11.4 b3) and running 11.3.1 is the first I have run into it. I wonder what changed......This is something that happens even on iOS 10.3.3.

Try to reinstall WhatsApp. Advice from Apple Care. I have the feeling that this is the trick. Since I did that, no problems anymore at least until now. iPhone XI have the same problem, even after DFU. Whatsapp notification sound goes crazy.
Regarding the WhatsApp notification sound, it's been always like this for me since I was on iPhone 6. I believe that this is not an issue with iOS or with the app or any other bug, it's simply a low quality tone. They have to update/change the sound quality.
I think we are talking about 2 different issues. Can you create a video and post it here?In my case, the problem happens with iMessage notifications.
