I was being a bit sarcastic, since the delayed OTA release happens every beta and we still get people asking where it is at 1:01 PM EST.1-60 minutes is a pretty extreme range for defining a "significant amount of time". I would not call 1 minute "significant". Today's event ==> yeah, that was significant.
In any event, in my experience, the OTA has usually, but not always, coincided with the release on the developer portal, i.e., around 10am PT. It has been these last few releases where there have been some delays.

This is different than app cleaning. Trust me, been encountering this since iOS 11.0 betas. Happens when iOS thinks you were tapping on the app in the dock when you were actually sliding up for control center. It will stay dark like that until you tap on it.No, he’s right. When viewing albums in the iTunes Store, there’s now a banner at the top saying “listen to this album and more in Apple Music”.

Who really knows? What if it just a whole conspiracy that Apple is trying to suppress the hype or publicity stunt to claim only "bug fixes, stability and improvement" from the bad press with iOS 11 then have everyone blown at WWDC? I'm pretty open to any possibility right now until WWDC.
With, mostly OLED upcoming iPhone, I feel dark mode is possible.
Let's hope Apple will surprise us.
