the point is that it was not necessary the update, because the activation was triggered by a server side configuration (apple pay code was already in the os). the fact that apple decided to enable that configuration only for the latest release was because they want you to run always the latest os version.
Yeah, no. Apple announced Italy Apple Pay Support coming soon in March, it didn't go into affect until 2 days after the new iOS update. You are arguing with someone that works in the financial industry and who tests this stuff, you won't win.

I’m talking as someone who creates this stuff (or stuff similar to this), because I’m a developer and I know how iOS and iOS apps works.

so technically speaking what I wrote is ok, then if apple has introduced some fixes relative to italy in iOs 10.3.2 we will never know, but I can’t believe that apple has in iOS code somethig similar to “if Italy then enable apple pay”

The problem here is: Each country has a unique card system. So debit cards/ credit cards in Italy use another card system than debit cards/credit cards in Germany. Within iOS those are represented by unique *.plist files within the core iOS. As a developer for Apple Pay implementation for two countries, I know what I'm talking about. Those *.plist files are basically "hidden" (within the developer we talk about enabled/disalbed) as this is for us a hint, that this country will not be activated in the near future. If we see a country being enabled by beta 2 or 3, this gives us a pretty good guess that Apple Pay will be available shortly after the launch.

There are some reasons, why even iOS x.x.x had 7+ betas. A financial institute interested in launching Apple Pay receives a beta of an OS a working day earlier than developer. It is not beta (except the "GM") like for developer, it is a very basic beta (Settings app for the Card Setup; basic Wallet App)

next month I'll have to work to apple pay integration for an italian bank institute (Banca Sella), so thanks for the info :)

Interesting and weird. If customers outside of France are unable to use Apple Pay, the bank might use some kind of credit card/customer address comparison. Or France customers also have french N26 credit cards. But I may think the first one.

There are still no n26 launches in Spain, Italy and Finnland.

So the Scandinavian payment were also active. Interesting.

As I mentioned before the BIN of the cards are different in each N26 market. They probably block it based on that. Sadly Apple does not allow N26 to offer Apple Pay for every customer.

They obviously generated - as an Apple requirements- some kind of database which credit cards went to France (associated to a French account). Credit cards not going to France - are technically blocked.

A software update is only required for new launch in a country. Adding a new bank in an existing Apple Pay country does not need an update.. simple formula -;)

If you read the last two pages, this has been discussed very heavily. A new Apple Pay launch DOES need a software update. The question is, was the new code in the most recent update or does it need a new update. But new launches need new code. Its new companies that doesn't need new iOS code.

Theoretically iOS 11 could have enabled Apple Pay for Scandinavia and Saudi Arabia, as those countries were announced as launch countries during the Q3 earnings call.
THAT makes since. And can be enabled per provider as needed via server side updates. Totally logical process. But the previous discussion that this weeks AP roll out couldn't happen because 11.1 wasn't being released is what got sidetracked earlier.

So I’m busy doing other things than checking every possible new Apple Pay launches around the world.
