They said February. “Developers will get the battery health next month.”

Public release wouldn’t be till March or April like other X.3 builds.

Exactly. Beta release next month.
Either way we'll still have the beta for 11.3 this month even if the battery health gets added in a later beta. So my speculation still stands.
 
Based on what?
Based on the previous schedules. 10.3 beta 1 was released January 26th, 2017. So I only assume that the first beta will be released similar to that as well. Apple wouldn't just leave no betas in the iOS beta program.
You are wrong. They are not going to give a 11.3 beta without that information.
