There is an entire 20 page thread on the issue with the iPhone 7. Yes, iPhone 7 had the delay. Its because of the lack of a physical home button and iOS is waiting to see if you are going to double or triple click. In addition it had the animation issue.
Actually no. It has the capacative home button and it never waited and still to this day the animation begins instantly after you tap the home button on iOS 10. Physical home buttons even on iOS 10 have the slight delay while waiting to see if you are going to double click. But not the capacative button. I noticed this right away when I got my 7 and have loved it ever since. It's so fast! In iOS 11 they changed its behavior so it feels the same as the physical buttons before it. It did have a slight animation hang before 10.3 that people noticed but it was still beginning that hiccuped animation instantly.

Neither, this is for the public release of 11.0.0

If you have a Beta profile installed, it won't show up. I removed my Beta profile and now see the update.
