I had to use iTunes as well as I had already updated to the previous 12.1.2. I waited all day for OTA, but it never showed up. When I connected to iTunes, it showed up immediately.

I think Apple knows what they are doing so just be calm we will receive all updates and 12.1.1 runs smooth on my device.

And the 12.1.3 is expected to be released in the mid 2019.

The article you linked to has a lot of words but doesn’t really contain much useful information.

I have read a few articles at that site before, and found them to be recycled, repackaged news from Macrumors or 9to5 but with a higher words-to-content ratio.
 
I‘m updating with iTunes now to the new build. But why is iTunes doing a backup when my backups are in the cloud? I only wanted to update not to restore.

Threads here have quite a bit more information than a generic blog post that reuses a lot of generic wording applicable to pretty much any release.
 
If that site is run through a plagiarism tool, it'd come up at 90% plagiarized. A complete garbage to put it mildly.

That site does a very good job of saying next to nothing. I avoid it if it comes up in a search. Purely clickbait.

how come a few major news organizations come out with articles today saying 12.1.2 causes cellular data outage and nobody has commented here or MR?

Gordon Kelly at Forbes cries wolf about major problems after every iOS release. Search for “iOS” and “has a nasty surprise” and you’ll find articles by Gordon Kelly about every iOS release having major problems which link to support board threads with one or two posts. He reported the same exact problem with iOS 12.1.1. His latest article has a link about fixes “not working”, which goes to a Twitter thread where the person resolved his connectivity issues by upgrading his carrier settings. Basically he searches for posts or tweets about people having any issues with an iOS release and if he finds one or two he writes up a “nasty surprise” article. For all intents and purposes he writes click bait articles.

Mashable is just linking to Forbes. Until I see more independent reports that don’t just link to the Forbes article I’m not going to take it as a wide spread issue.

But then it's not a release that's offered to those who already have the initial build of iOS 12.1.2, at least not OTA.
 
Wasn’t OTA at all, I just updated from 12.1.1 two days ago and it gave me the older version still
Which makes it even more unlikely as having something off with it given that the new build would be offered as OTA in its place, at least for those who don't already have some version of 12.1.2. Things don't quite add up in that respect.
