Think we've been down this road. Dev beta's Tuesday's. Public Beta's Wednesday, if not later same day of Dev's.
Got a nice surprise before Thanksgiving break per the 15th beta 3 release.
I say back to normal.

Any speculations on new features for 12.2?

My wishes:

• USB-C external storage device support
• All orientation Face ID on iPhone (borrowing iPad's implementation)
• 10W wireless charging

I strongly suspect 12.3 will coincide with Apple's streaming service that is widely rumored around March 2019 timeframe, with revamped TV app.

for the Face ID orientation. they clearly said they needed to re-design the hardware for it to capture wider angles so that's not happening before new hardware next september

You can't ignore the 1pm release. The past betas were released at 1pm PT. The day isn't over yet.

it is a possibility, but doesn't seem to be a prerequisite. To check that, I noted when Apple Pay launched in Germany (11/6) and when 12.1 was released (10/27). It could be that the necessary changes were in 12.1 and there was some reason (Bank holiday, perhaps?) to delay the actual deployment of Apple Pay.
