2 min left for my install on XS MAX, its rebooting now, standby for build number and ver number
 
13.0 is probably the "ship it by the deadline" release, with 13.1 being the quick-turnaround bugfix release that addresses the former's most egregious issues, restores a few removed features, and possibly adds new hardware support, depending on timing.

Apple has apparently pulled it, which may be part of the slowness.
 
Apple Inside reporting its pulled, be interesting as once installed doubt you can return back.
 
Well. Downloaded and confirmed install with apple less than a minute ago. So not completely pulled.

Am prepared for a full restore, though. Think this might end in tears :)

its OFFICIAL I got 13.1 ver 17A5821e XS MAX! works fine, took long to install but not bricked, using it now
 
Apple News+ is available in the U.K. now

EDIT: it disappeared back to spotlight but the landing page was specifically aimed at the U.K. as it was showing an issue of Wired and not The Hollywood Reporter which was appearing on the American landing page

IOS 13.1 installed on my XS MAX Tmobile phone! no issues, but it's a legit 13.1 release and it does take full 25 minutes to install but so far no issues!
