It looks like they're bringing the walls from the X-class devices to the ones with home buttons and vice versa. Not really new, unfortunately :/
It normally contains a list of people to send the shared item to as a message. Notice the large empty space in the screenshot.
One interesting thing is in the Dev Portal for iPad OS 13.1 it now clarifies the ipsw is for the first generation 11" iPad Pro. It never had the "first generation" designation before.
13.1 beta 1 and 13.0 beta 8 are both listed separately for download now. Don't upgrade to 13.1 beta if you want to upgrade to GM on release day.
3 finger gesture seems not present now except when typing. This is amazing!

I think this is just a beta 9 in sheep’s clothing. The build number is showing as an ‘A’ and .X releases always change the character. As far as upgrading after the GM is released, it al depends on the build number. The actual version number does not matter.
oh i thought it was you who blurred it for privacy, did it fix itself after restart?
Trying to justify downloading this considering we currently had an “A” build on beta 8 and this one seems to be an “E” build from what others have mentioned on here. Is it really worth it to update?

My (very preliminary) theory: With the trade war between the US and China, Apple possibly has already built and shipped its launch batch of iPhones (normally, that would still be 2 weeks from now). Those had to have iOS 13 on them when they shipped, so they installed a build we've already seen. They will hit the shelves on Sept 20 and iOS 13.1 will be ready for them to update then or shortly after.
This may also explain some things, such as why items like automations were removed. If it wasn't ready for prime time during the beta prior to when they were removed, they were taken out. That way, if Apple did pull the trigger on early shipment, they wouldn't be caught with half-baked software.

The new HomeKit icons are present in this beta, i.e. the new icons that was introduced in latest Catalina beta.
