I'm having the exact same issue as some others here and that's the reason I came to this forum...

Backed up iPhone 8 Plus on 13.1 beta (forgot I went to 13.1) and when I connected my 11 Pro Max it said the software was too old. Now I'm currently having to download 13.1 Beta 4 to a half set-up 11 Pro Max so that I can restore it to factory and install my iPhone 8 backup.

Hopefully it all works well and is worth it.
 
Trying to download beta 4 is very slow this morning. Everyone must be downloading on their new iPhone 11's. 😉

Just received my 11 Pro Max and did a quick set up to enable me to install the 13.1 beta profile. I noticed before I did this that I’ve got the new live wallpapers (like a see wave or something like that). I now don’t have them since installing 13.1 beta 4 (there is no live section at all)...Is that to be expected? I did a search but couldn’t find anything. Thanks.

I updated from iOS 13.0 beta 8 to this new 13.1 beta 4 and i wouldn't say it's as smooth as it was before.
On 13.08 b8 i only had two bugs - photos app was crashing and keyboard in the instagram app was invisible and both of them are fixed in this beta.
But still, it's def not as smooth. Scrolling in apps, scrolling on the home screen, accessing control center, 3D/haptic touching on the volume slider (or any other) in control center and closing it stutters. I wouldn't say it's annoying but it's visible.
Apps open as fast as on 13.0 b8. I don't see any major difference.
The only thing i hate is that annoying lag with touch input. For example, when i 3D Touch on the volume slider in the control center and i want to close it, i have to double tap anywhere to close it because the first tap is not registered. It for sure wasn't like that in 13.0 b8.
If this is the "GM" version that they are releasing next week then i'm not satisfied. I wish they released another beta that would make it a little bit smoother.
I use an iPhone X.
And when did you update? If within the last 12 hours, this sort of thing is normal as the phone indexes and logs data. Your experience is not that of most here. On my Xs, it is buttery smooth. But it wasn't in the first few hours post upgrade.

That's a bummer! I'm getting my 11 Pro shortly. I'll let you know if I have the same behavior.

Mmmm, my Xs max is lagging and jitters a lot , lots of stutters and quite slow than ios 13. 1 beta 1 ! Apple is messing around iOS 13 :)) !!!! Guess what , I have the 11 as well and it’s not stuttering the only phones that stuttering a lot is Xs, Xs max pro . A12 is **** ! Thank you apple

Same here. Had them before. Do not now.
 
You know you can still get to it though, right? You have to access it from the Watch itself (the customize face function that you invoke by long pressing the screen; scroll all the way to the right to the "New" button and then select the Meridian face from the alphabetic list of faces)

True dis... but you cannot customize it on the phone, even after you've added to via the watch. It's a minor annoyance, and another "almost" from your friends at Apple. Thanks Timmy.
 
Installation of the beta on the 11 Pro Max is taking forever.
Seems to be stuck at the  with a spinning wheel.

Reasonably sure that is not going to be a long term problem. I suspect that they had to do it that way to keep it secret until Watch Series 5 was announced. I’m guessing by the first beta of WatchOS 6.1 we’ll be able to modify this on iPhone.
 
Having an issue with iMessage. I can text everyone except my girlfriend. She doesn’t receive my messages and they end up sending as SMS. She can get other people’s messages as well. I was able to message her before installing the beta on my new 11 Pro

Have you tried resetting settings? I'm on an iPhone 8+ (so pretty similar) and don't have any of those issues.

Crap. XS Max on PB4

The Mail bug is back after being gone for one day.
Mail app badge gives correct unread email count.
Go into Mail. Read / Handle all unread emails. In this case I just marked all as “read”.
Leave Mail. Badge is still showing original count.

On PB 4 is anyone else missing the switch for enabling usage of third party Shortcuts?

XR here and no stutters at all. Its super fluid (A12 Bionic if that matters to you)

Checking to see if this bug has been resolved:

In iOS 13.0, when sending a text message via the share menu (Safari, for example), if I'm using dark mode and I share a Memoji, it shares it with a white background. If I share one from the Messages app itself, the background is black, as it should be.
