No mail issues for me on any of my devices. Gmail, outlook and iCloud mail accounts all good.Nope, mail is not fixed
No. They never respond personally to every single report, never have. Does'nt mean they are not addressing things though.None of my feedback reports are seeing a comment from apple. Does this suggest none of the bugs reported by me have been addressed in this beta.

I think that is by design. iCloud triggers the number badge from the server but the actual messages are not downloaded until you launch the app. That’s the way my 11 Pro Max works. However checking emails on my iPad Pro that was updated to the current beta this afternoon the messages were already there when I launched the app. So they may have tinkered with this or perhaps it varies by device.It’s the mail not appearing in the inbox until you open the app and it then checks for mail..... even though you have a notification and badge notification.

My phone has never been on a beta and whether it started with 13.3 or 13.0 I don’t remember now. But that’s been the behavior for quite a while now. Checking my iPad Pro just now the new messages were not immediately there but appeared in about a second. I don’t think it is by design as the option is still there for “Push email”.... not just Push Email Notifications.
pull email is less efficient than push, so I doubt they would have gone back to pull email.
it’s also messed up on my wife’s iPhone 6s and that again only started with iOS 13GM

I've never had that issue. Mail has always shown up for me the moment it arrives. Having said that ... I know how annoying that is because Edison mail was doing that exact thing ... so I switched back to the Mail app. It's silly that issue isn't fixed by now though. I only have iCloud accounts, 2. And this behavior hasn’t changed since 13.0 on my phone which has only been on the general releases, no betas. After 13.3.1 beta 2 on my iPad Pro the process seems faster but they’re still being pulled down after launch. The time to appear may depend on how many are on the server. But the iPad seems faster than the phone. Anyway after all this time I can only assume they have designed it this way. if I have the app open messages appear almost immediately but if I have not launched the app but see, say 10 as a number badge, they do not appear until about a second or two after launch. Initially I see previously read messages then the new ones appear. That hasn’t changed since 13.0 on my 11 Pro Max or my iPad Pro which is on the current beta. After all this time it seems to be a bug that will not be fixed. So I have accepted it as the standard current behavior. As long as they appear when I launch the app even if it takes a second or two I’m ok with it.No, that is not by design and now how it should work. It’s a bug in iOS 13.

What a coincidence. I was having random disconnections as well on my flagship router which is an ASUS Rapture AX-11000 . They were too frequent no matter what firmware I tried (went back to older firmwares) and did many factory resets. Then I setup my older router which is a TP-Link Archer C5400X and never had a single disconnection since then and that's with Smart Connect turned on as well.
Not saying it's the router only but perhaps it's an issue with ASUS router and iPhones on this OS in particular.
