These aren't updated features, they're features that were removed for more work. And, again, releasing a x.1 while the x.0 is still unreleased is unprecedented.
Has there ever been an instance when a .0 wasn’t released Yet and they started a new version beta?

I do not believe so.

And that's the kicker for me. Try as you might, you cannot find an analog to this situation, so while it is possible to postulate either possibility, many here have come up with all sorts of Rube Goldberg-like arguments to foreclose even the possibility that 13.1 may be the release version. I care which one only to the extent that it'd be nice to have everyone on Automations and Maps ETA feature at the outset, but those are really the only biggies that differentiate the 2.

There is way too much speculation in this thread.
It's only one day until the event. Hopefully the speculation can end shortly afterwards. Or will it become an iOS 13.1 speculation thread?

You’ve contradicted yourself there. You said they’re not updated features, but ones removed for more work. That’s basically one and the same....

I read "updated features" as new features. If that was not the case, I stand corrected.

And I'm not saying they have to use stage time to do this. But they should use the occasion to issue a statement. I would imagine that this sudden veering to a "new" version before releasing the other one has caused some consternation in the developer community. Or not, if the SDK really didn't change, in which event 13.1 will be the release version.
I don‘t know where all the SDK talk comes from. Devs already have an official statement, it‘s called changelogs. These highlight any potential addition to the frameworks. I usually skim over them and there seem to be no real additions to 13.1 that‘d require a special heads up coming from 13.0 versions. Like, they never issue any special heads ups when they go from one point release to the other. The change logs exists for a reason.

You are probably correct. This may just be something we here, who are hyper sensitive to this, pay attention to. I guarantee you that members of my family would not care if they get 13.0 or 13.1 next week. Apple will brand as iOS 13 in any event, iOS 13.0 (or 13.1).

My point was that the change from 13.0 b8 to 13.1 b1 resembled what a move from b8 to b9 would have looked like. Had they not changed the official numbering from 13.0 to 13.1, I doubt anyone would have been the wiser.

More evidence of iOS 13.1 being a post-September release, right from Craig Federighi.

We're one week away from Foxconn shipping the devices out of Zhengzhou. You can bet the software image has been locked down 99%. If iPhone 11 were shipping with iOS 13.1, Federighi would more than just "hopeful" in implementing the lyric toggle feature.

Ten working days until a 13.1 update? Which is currently in Beta 3? I don't buy it. The feature set would be locked down by now and Federighi's team busy testing, not "hopeful" in implementing a new feature.

They've done this many times before, but they were x.0.1 or whatever, and never x.1.

IMO, 13.1 is unlikely before October.

Not sure it is really beta 3. Remember it is an A version, not a B. Which suggests it is the continuation of the .0 version. So perhaps beta 11 would be more accurate, but who knows, all of past history seems of little value this time. I am looking forward to see how this turns out.

Why would you think the target should be anything other than 13.0 beta 8?

They've clearly labeled the subsequent betas as 13.1, not 13.0.
Because if you look at the actual build# (not the "friendly name" ) 13.1 stayed on the 17A versioning scheme not the 17B as the typical x.1 updates go. Look back as any iOS version you want and note the build numbers of the x.0 and x.1 builds as far as the build # not the name they called it.

Because of above post regarding build #'s. 13.1 should be a 17Bxxxxxx for a true new x.1 release. (according how its always been)

No they didn't. 13.1 has an updated feature set.

BTW, in previous years, if you installed the beta profile to get the x.0 betas, if you didn't delete it, you'd seamlessly get the x.1 betas too, etc. The only difference this year is when the first x.1 beta arrived.

Will it be a 13.2 with a 17B version? Another beta 13.1 with a changed to 17B build version? Stick with more 13.1 betas on the x.0 versioning scheme? Hmmm interesting indeed!
