iOS13 will probably be released on either the 16th or 17th. iOS 12 was Monday so im going with the 16th.

which most likely is iOS 13.0 beta 8 or a few builds beyond that. iOS 13.1 isn’t ready for GM.

I’d say iOS 13.0 GM today and iOS 13.1 beta 3 tomorrow.
My prediction:
2019-09-10: iOS 13.0 GM release (at least for developers)
2019-09-12: iOS 13.1 beta 3 release
2019-09-16: iOS 13.0 official release
2019-10-xx: iOS 13.1 official release

so.. does this mean that the GM will have less bugs than iOS 13.1 beta 2? and will I be able to go from 13.1 to the GM OTA or would I have to reset my phone via iTunes and instal the GM when avaliable will Beta 3 have the same amount of bugs as the GM if any?

Bugginess is in the eye of the beholder, in that it depends upon what applications you are running and what are your usage habits.so.. does this mean that the GM will have less bugs than iOS 13.1 beta 2? and will I be able to go from 13.1 to the GM OTA or would I have to reset my phone via iTunes and instal the GM when avaliable will Beta 3 have the same amount of bugs as the GM if any?
The GM will NOT necessarily have less bugs than the latest 13.1 betas, but there may be better compatibility with third party applications, since third parties will prioritize the GM as the target for app updates.

Ah I see. Any chance the GM will be more compatible with Catalina than 13.1 ? iMessages is a mess and very delayed almost went back to Mojave but I'd probably have the same issue with incompatibility ! Thank you for the clarification my next question is what would the OTA file size be will it be in MB or GB since Apple did mention that future updates would be faster on both macOS and iOS does this exclude the GM ? Thanks!
In one regard, the 13.0 beta 8 (likely GM) is already more compatible with Catalina than 13.1 beta 2, at least for now.
For Sidecar, it works (at least for some people) with the combination of the current Catalina beta with iPadOS 13.0 beta 8. However, if you update the iPad to iPadOS 13.1 beta 2, Sidecar no longer works. In the changelog for 13.1 beta 2, it says that a Catalina update is required to make Sidecar work, but that update isn’t available yet.

This is why I have installed 13.1 beta 2 only on my backup iPhone. My main devices are on 13.0 beta 8, as I generally do not keep my main devices on the beta stream after the GM is released.

Can I get the GM through the public beta profile if it comes out today or will it be 13.1 beta??
We don't know. In most previous years, IIRC, there was no GM public beta. However, last year there was a GM public beta.
Possible, but they may want to make sure the 13 launch goes smoothly and then unlock arcade a couple days later?
