It would be unprecedented for them to split up iOS 13 and iPadOS release dates. Especially since for example Reminders.app cannot be synced with iOS 12 devices once it is updated.

13.1 September 30th. Sorry to be that guy but...you were wrong! It was pretty evident that 13.0 was never going to get a public release.The build numbers are irrelevant, as developer testing is needed. Bearing in mind how 13.1 b1 broke apps that were working in 13.0 db8.
New features are pretty much never added in beta 2 or later.
Also, you know the keynote was back in June. Next week is a media event. It’s showing off the new devices.
