Kocienda did create a great keyboard. 10 years ago. Things have evolved since then and Apple is seriously lagging behind because as I said, why can’t the keyboard support both swiping and tapping? It doesn’t matter much to me though, Apple never has to add swipe functionality really since they started allowing third party keyboards that do it instead.
Apple's approach to design is not to rush to use technology or functionality unless it provides the best possible (in their opinion) user experience. Obviously, they have concluded to this point that they could not deliver the user experience that they wanted to with their own keyboard. They relented and allowed third party keyboards for those who wanted swipe-style keyboards. Now, it sounds as if they may have concluded that they can deliver the experience they want.
As a personal anecdote, I have used Gboard, Swype and others and have always returned to tapping. I can't precisely explain why I didn't stick with the swipers, but I didn't, so obviously I am among those who have tried them (on iOS, I should say; the Android experience is different) and found them wanting. We'll see what Apple comes up with and see if I like that any better.

I wish they would add (they won’t) haptic feedback on key presses. I tried a third party app a while ago but it wasn’t all that good.
But it does sound like they may be significantly expanding the "haptic/taptic" universe with iOS 13.
