He was talking about the MacOS versions of the voice memos and stocks apps and he was saying that they have made design changes in order to make them more "macOS-y" and that these changes would roll out in the first public beta of macOS. What put me in thoughts was his last phrase "We are still tuning everything up. Wait for the public beta. That's where it gets really good"

I have learned the past few years to never say never on these things. Given that next week is the Independence Day holiday week here in the US, with scheduled holiday time for Apple for at least part of that week (please, no speculation about how much of that week is Apple vacation time), I’d say there’s a decent chance we’ll see a new beta sometime this week. They are on the record as saying no public beta till July, though so I’d doubt we’ll see that.
But July starts next Monday...
Not to pick nits on this, but most years my recollection is they say "later this summer". I don't recall them ever actually saying July.They say July every year, but as pointed out above last year they released the Public Beta on June 25 despite saying July. And the Public Beta site does later this month currently. There is a chance that with the 4th Of July holiday next week that they could decide on this week. There is no set schedule, it could be week of July 8. History says it's unlikely next week because of the holiday but again Apple never released things on Fridays until a few years ago also when they did one time. So Anything is possible.

That said, Apple DOES have a set schedule. We just don't know what it is. I will say this: its unlikely they will release the public beta between 6/28 and 7/5, given the heavily-vacationed holiday week.

I know others have seen written references somewhere on the Apple site to June, but I don't know why they'd try to mislead on this from what they said at the certainly much more viewed Keynote address on this.At 2:15:00 of the keynote, Tim says the "... the Public Seed of macOS, iOS and iPadOS will be available in July".
