Likely 1pm PDT release for public beta version. They obviously want to get this in the hands of developers as fast as possible and don’t want to have it slowed down by massive public downloads.

For every build. The only difference is that the first public beta is released after two developer betas have been released. So the numbering is off by two. But what is released is exactly the same software every time.

Just a heads up: keep your OTA screen open when it downloads My update just vanished after I returned to the settings view with download stalled according to iPhone storage (stuck at roughly 4GB for the last few minutes).

yes. developers get the software first, then public. But they are the same builds after beta 3 or 4 when the publics start being released.
