From my point of view, both 17.4.x and 17.5 beta x, they are more than developed and polished, they are quite advanced and will be betas with minor fixes, until IOS 18 is released, which as I have said several times, is where we will notice the jump, at least that is what I expect.

Hard disagree there. 17.4 and 17.4.1 feel like the least polished versions of iOS 17.x.

Aside from the new iCloud tab sync bug, I've had a lot of issues with Live Activities not working and Safari getting into a weird state where pages won't load or render completely. Never had any of that with 17.3.
 
what sucks is it sounds like 17.4.2 is just being issued for that and not to fix any other bugs
It seems to be a very sore point with Apple.
Also there’s a rash of buyers of new iphone 15s complaining on the Apple forum that they cannot set up their new phones with 17.4.1
On top of the 🇵🇸 problem on UK emoji keyboards this suggests that an update is urgently needed, assuming they know what the problem is.

In Spanish I don't have the emoji problem, although with the current geopolitical tensions, I wouldn't be surprised if they released an update to fix this in the languages where it occurs
