I did wonder that as I was typing my previous reply. So in that case, I have no idea to the original question.
Well you aren't all wrong. iOS sure, all device than can run 17 can run 18. But iPadOS is a different story.
If there would be updates that there prob will be, it will be 17.7.1, there will only be minor updates from now on.
17.7 might have included more under the hood changes.

Since iPhone models able to run iOS 17 can be upgraded to iOS 18, it's possible that iOS 17.7 is the last update...

Certainly the last point update. Apple will provide security updates for a while yet though.

It's hard to know if they will. As @winxmac writes, all devices that can run iOS 17 can run iOS 18. There is no point really to keep on patching iOS 17 unless they want to please people that don't want to update.

Edit: Other reasons I can find is if older apps don't yet support 18. Especially business critical apps. But it will be interesting to see what Apple will do.
 
If iOS 17.7 is still available for upgrade/downgrade even after a week of final public release of iOS 18.1, it could mean that Apple is not that confident with the quality of iOS 18.x in general...

Still finding it weird that iOS 18.0 is no longer signed for upgrade/downgrade while iOS 17.7 is still signed for upgrade/downgrade...

Guessing now but isn't the latest supported iOS IPSW always signed if a model supports it?

Since iOS 17 is still supported for all models it makes sense that 17.7 is signed.
If you look at iOS 16 I would imagine that the latest iOS 16 release is signed, same with iOS 15 for the supported models.

Don't think there has been any major security patches released either after 18.0 or 17.7

iOS 18.0 and iOS 17.7 are both released on the same day so it does not make sense to keep iOS 17.7 signed while iOS 18.0 is not... Aside from that, all devices running iOS 17.x can upgrade to iOS 18.x while iPhone 8 and iPhone X cannot upgrade to iOS 17.x which makes sense to keep iOS 16.x signed...

There’s still some devices that can’t run 18 that need a polished version 17

There are iPad models that cannot be upgraded to iPadOS 18 but there are no iPhone models currently running iOS 17 that cannot be upgraded to iOS 18

iPhone XR and iPhone XS are the oldest model that can run iOS 17 and can still upgrade to iOS 18

My 1st Gen iPad Pro won't run iPadOS 18, so I'll be quite fine with them releasing more versions of 17.

Sounds like it’s time to upgrade your iPad. 👍🏻. I’d highly recommend the M1 and newer models. If you’re on a budget, the M1 is still a great option: it supports iPadOS 18 and all of the latest features, and offers great performance. 👍🏻

Tell that to my Wife (it's her's) 🤣 She's fine with it and keeps saying she likes it just fine...

It was the same thing last year, there was iOS 17.0.1, 17.0.2, 17.0.3 released and iOS 16 was still updated for all devices.
It wasn't untill 17.1 was released Apple dropped support for iOS 16 for devices that could be updated to iOS 17.

It wasn't untill 17.2 was released Apple dropped support for all devices and only focused on updates for devices that couldn't be updated (iOS 16.7.3).
The last iOS 16 version that "all" devices could install was 16.7.2 and that was released the same day as 17.1

So taking that into account I'd say we might get updates for all devices for iOS 17 untill iOS 18.2 is released.

I hope, this time the parallel development of iOS 17 goes a little further.
Regarding the unstableness of iOS 18 i would strongly prefer to stay on iOS 17 as long as possible.
