I’d love to see Beta 4 this week (especially today!), but last week’s Beta 3 re-release and the way things went with the iOS 15 and 16 Beta 4 releases have me thinking we may not see anything this week. Fingers crossed, though.

Keep in mind that last week’s release of 17 was a revision of beta 3. Still on track to see beta 4 this week.

Apple has their schedule in place long before we start speculating on it. The curveball revision release doesn't change how they plan on releasing anything after a revision.
We literally had that very situation with iOS 16 last year. They re-released beta 3 (also first public beta) and had beta 4 released exactly 3 weeks / 21 days later (from initial B3 release).

And there was also the Zero Day issue with the RSR that was pulled... Last week was not the normal "hey Apple released another Dev Beta to shore up the Public Beta builds" type of situation.

We had a revision to beta 3 last year and beta 4 was still the last week of July. History doesn't have to repeat itself but the fact that last week's was a revision shouldn't mean beta 4 automatically will come this week.

Zero day bug, rerelease of beta 3 year on year... and I'd love for it to drop today because I lurrrrrrrrrrv an update, but my gut thinks it's just part of the cycle with a new iOS releases now (not point releases). Beta 4 on the scheduling gets 3 weeks. Maybe thats the crucial time for bug reports to be in and features need to be 95% complete. 5,6 and 7, is then just refinement stages before launch.
