Are you sure? It was hinted that Apple Intelligence runs onboard on A17 pro chip or Apple Silicon, or on private Apple severs for other devices, presumably slower.
Maybe that isn't part of it.
The Apple Intelligence page specifically says iPhone 15 Pro for AI functionality. I think they're trying to keep things on device as much as possible, which can't be done on older devices. The cloud servers are only used as a last resort on already supported models.
 
Cleanup is part of Apple Intelligence. They covered it under that section in keynote and Apple have it in their Apple Intelligence section, not iOS 18 :

I would say a rough rule of thumb is whatever is in the beta right now (or at any point until they release Apple Intelligence as a beta feature) will work for everyone.
 
A summary of what will be missing from initial iOS 18

Given all the hype out of WWDC for all the new features, you might be a little disappointed with September rolls around and iOS 18 is released. That’s because some of the best features won’t be in it–by design. Apple has announced that some of the features are “coming later this year,” which is usually Apple-speak for “we’ll add these in iOS 18.1, 18.2, or 18.3.”

Almost everything lol, maybe they should have just skipped to iOS 19, makes me wonder what they’ve been doing all this time. I know we’re only on beta 1, but I can’t remember so little being ready like this from the beginning.
This might be like 2021 where 17 days later with only beta 2 you have the first PB seed. Normally it's 30 days later from WWDC with a beta 3 in July. Some beta cycles are a lot more interesting. ;)

Apple left out a lot of small updates at its Worldwide Developers Conference keynote this year. It makes sense: the company had a lot to talk about, with a third of its presentation entirely devoted to new AI features. But that doesn’t make the features that didn’t get airtime any less worth talking about.
From new bezel animations to better ways to manage widgets, there is plenty to discover in the first round of betas for iOS 18, macOS Sequoia, and more. Here are some of our favorites so far:
I discovered the flashlight beam trick the first day I used IOS 18. Its a nice improvement.

That would be great but I mean for every user whatever language and country and device. Many features are English/US or some countries limited.

It’s not as bad as it seems…. It’s only 21 points, 9 are country specific and only 3 are US only at launch.

That’s not including Apple Intelligence, which is English US restricted at the start (so might be able to just swap language over like people did last year for live voicemail).
 
Hoping for a ß2 next week. My 14PM is no longer talking to my Watch 8. it worked until Friday afternoon. Bluetooth says it’s connected, but nothing is working. Going to try and re-pair today.

Update: I unpaired the watch, did a reset and erase all, re-paired, restored from backup, and everything is happy again.

Most use a iPhone and a MacBook Pro or Air on the go, at work, at home, just seems like a fantastic advantage to utilize.
A tentpole feature of macOS Sequoia is the ability to mirror your iPhone on your Mac and interact with it there. But one feature of this new ability won’t arrive until later: the ability to seamlessly drag and drop files and photos between your two devices. Once it debuts, this feature is set to be an even quicker way to transfer files than AirDrop is, but we’ll have to wait just a bit longer.
