Since iOS/IPadOS 18.0 beta cycle likely will only have 4 more betas and a RC, seems like the odds against this happening are increasing.In other words, developers will be able to test the first Apple Intelligence features at some point before iOS 18 is widely released to the public.
Two sources (MR and 9to5 Mac) have both reported this morning that it’s still coming to the iOS 18 beta cycle. Both were quite likely tipped by Apple itself on this.regarding

It may make zero sense to you and me, outside of Apple. However it probably makes perfect sense to Apple. There can be a myriad of reasons besides there being an issue. Code for it all over the place in the developer preview build apparently. So why not?

The builds are the same, PB and dev… my guess is they found an issue and want a fix like in the previous beta. How do you know it’s a delay? Just because it didn’t come out when we expected it to be released doesn’t mean that it’s not exactly on the schedule Apple has for it. And they don’t really need our feedback. It’s nice to have but they don’t make release decisions based on getting more feedback or not.So, there is a delay with iOS 18 PB2. I'm hoping whatever the delay was; they release it as soon as possible so they could get feedback from users as opposed to just waiting for the next cycle. So even today, tomorrow or another random day. It wouldn't make sense for Apple to wait until the next Tuesday just to stick to a day, the purpose is to test and gather feedback.
As a wise little green alien once said, “you must unlearn what you have learned!”.
