It has already been stated the EU wasn’t getting it last month, so it’s not new information.
Also, per email from Apple, looks like it's only available for the following devices?
Apple Intelligence.
The iOS & iPadOS 18.1 and macOS Sequoia 15.1 betas include an initial set of the features powered by Apple Intelligence. Before updating to these builds, please note the following:- Apple Intelligence in this beta is only available on the devices listed below, with Siri and device language set to U.S. English, and region set to United States.
- iPhone 15 Pro Max A17 Pro
- iPhone 15 Pro A17 Pro
- iPad Pro M1 and later
- iPad Air M1 and later
- MacBook Air M1 and later
- MacBook Pro M1 and later
- iMac M1 and later
- Mac mini M1 and later
- Mac Studio M1 Max and later
- Mac Pro M2 Ultra
and seems to require an US App-Store Apple-ID, same as iPhone Mirroring (... if you want to use it in EU)

Nope. My App Store is uk, but I’m running it. Only had to change device region and language to US.
Not this week. Today's seeding look like they are just synced to the current 18.0, 15.0 releases except for hardware requirements to utilize Apple intelligence. So next week likely 18.0 beta 5, 18.1 beta 2.
As previously posted the kernel in MacOS 15.1 is only a day different, everything else Safari/FW are identical. This would be replicated to IOS/IPadOS with their version history.
18.1 just seems to be 18 B4 with Apple intelligence active for the most part.
I guess this was the plan all along, so 18.1 will start surpassing iOS 18.0 in non-AI related stuff once the latter is publicly released in September. Then in October everybody will get 18.1 with or without AI add-ons (depending on their devices and regions).

Hard to guess after how they changed everything this year. But my guess that 18.0 is now feature complete and will continue on a weekly update schedule starting next week. Now, the 18.1 branch is interesting because I think they need to iterate quickly, so I also think they’re going for a weekly update strategy. Starting the second week in August. So the 18.0 branch will have a release on Monday, the 18.1 branch on Tuesday.
