And what about those that say that performance improved for them?

It should improve for everyone. As I said on the other thread, there isn't any empirical data to back up Apple's claims unless someone wants to direct me to it :)

Or iOS 9 is effective at fixing really bad iOS 8 installations.

Direct me to a clean install of iOS 9 or 9.1 that performs faster then 8.4.1 and then Apple can claim what they like.

You laid out the steps in your original post to ask if someone could reproduce it in a specific way. Now you're saying steps 1+2 aren't needed? Keep twisting whatever to keep fitting your argument.

Also changes based off feedback do not happen over night. The majority of complaints started at 9.0, 9.0.1, 9.0.2 release, which wasn't all that long ago. 9.1 also was already planned to be mostly for emojis, iPad Pro/Apple Pencil supportand Apple TV 4 support long before 9.0 even released. Major performance fixes probably could not be found and put into place in time because of the deadline. I wouldn't have and didn't expect much to be done until 9.2 to be honest.

IOS 9 was focused on performance was it not?So how come those major fixes not incorporated from the beginning.They even had 4 months of public beta

I'm remarking on the fact that 9.1 is basically the same as 9.0 which is slower than 8.4.1, at least for me.

With iOS 8, I accepted that old (non 64 bit) devices up to iPhone 5/5c may not have the GPU capability to render those transition animations at 60fps.
Funny thing is, iPhone 5 is smoother than iPhone 6 (I have both).

downloaded iOS 9.1 on my iPhone 6S+....

it turned out Super laggy, specially on my whatapps. I need to reset my iPhone and clear all my messages and re download whatapps again.

Now still testing and see whether it's still lags

That's because the issue is in Metal and/or GPU handling and devices without it aren't affected. I mean just take a look at this thread : https://forums.macrumors.com/threads/metal-in-ios-9-will-bring-smoother-animations.1890555/ How people forget ...

Ignore the people who blindly defend Apple, it's like talking to a religious person about what he believes in. He can't offer any proof, so he'll just continue babbling.

There may be a little "lag and stuttering" on a handheld computer with a touchscreen that only costs ~$1000 and has access to satellites circling the earth, etc, etc.
If this causes you such anger and distress then I can not even imagine what would happen if you experienced even the slightest real hardship in you life. We have become spoiled to the point of embarrassment that something like this gets people complaining - there is a minor inconvenience with a free software update. What have we become? Put your phones down and interact with people and I bet the lag won't be as important as you think.

I know "safari seems snappier!" is a big cliché, but I really have noticed that web pages load much faster with iOS 9.1 (on my 6S), particularly in areas of weaker signal (AT&T). Noticeable improvement.

What's crazy that some people don't like that some of us demand some standards as customers whom device experience was worsened by a software update.

We're not discussing social interactions and basic human needs for living here.

Elite Statements but fact is that these devices were silky smooth last year.If not increased performance at least measure up to the standards you set yourself last year.

And yes I freely admit that iOS 8.4.1 has "spoilt" me but also my Nexus 7 and Nexus 5

The google search bug (ipad air 1) continues despite reports sent since 9.

When you have 'no shortcuts' enabled on keypad the google search page does not scroll up, so search box is obscured and so is the suggestions.

The thing is that anyone that has something to say other than that things are just horrible and this is the worst update ever then gets cast into that "apologist" group. Things are not black and white in the real world, there's far too much nuance to reality that that.

This post made me puke for two reasons:
1. Who do you think you are? Please step off your moral high ground.

2. And you're wrong. I bought the most expensive phone in the world and the new OS made it worse instead of better (which they promised they would do). Apparently $1000 is an insignificant amount of money. To me it's a lot of money.
