What are you talking about? This has happened on my iPad mini 2 since iOS 9.0 Public beta 3. Public beta 3 also introduced this spotlight lag everybody is talking about.Not only did they make performance worse, they also added a new bug in the app switcher. The farthest app you can see on the left won't have an icon over it until you scroll closer to it if you enter the switcher with more than 3 apps there.

pretty sure theres a handful users that just want to find something to hate on apple for cause, u know, they're the more popular choice, someone or something popular must fail, at all costs. right?

Dynamic wallpapers are now bugged, the screen turns black occasionally when returning to the homescreen.
Otherwise, the multitasking UI is as smooth as beta 5 was. Which is better than 9.0.2 was.
another good ios, but surely "stutter-gate" is still there for the noisy 5%
iOS 9.1 feels like 9.0. 9.2 will feel like 9.1 and so the pattern continues until they release 9.4 in Summer after WWDC...so the pattern continues

There's also the simple effect of the nature of the forums to factor in, where people will come to complain and look for solutions while most of those who have no issues that are affecting them don't bother with that.Pretty sure those "noisy 5%" that complaining lag have bigger sample population (I'm counting more than 10) compared to those who think this issue is trivial or don't exist (I'm counting 4).
Which apps are still zoomed?I decided to restore to factory settings and reinstall from iTunes again to 9.1. Restored from my backup and now the animations are back. However, some apps are still zoomed in. Ah well... 9.1.1.
