Do you have reduce motion enabled? The animations have been reduced for it as of 9.2 with that option enabled.Is the multitasking window slowed down? 9.2 screwed up the fluidity of the scrolling through the apps.

I'm noticing this too and I hate it! It just looks awful when you scroll through the switcher cards now.. Unfortunately they haven't done anything in that area on iOS 9.2.1 (yet). If you don't like reduce motion and thus don't use it then the change shouldn't affect you (since it only applies when motion is reduced).I don't like reduce motion; Apple could have done much better than that

No user said me, in iOS 7,8 no issue. All devices with iOS9 and use Touch ID reproducible.This is actually meant to happen ONLY on the home screen. It's to save power.
