Not really. The issue is caused by how long it takes to display each row of LCDs, therefore more noticible in landscape because the rows are longer. Apple had to decide which direction the screen would refresh and decided to prioritize landscape scrolling because that’s where the issue would be really visible due to the length of the rows.I guess it is much harder to do that with small screen
Even my 9.7 iPad Pro, with its premium (for 2016) screen, has the issue in landscape, but I seldom notice it because I just scroll it regularly in landscape.
