All I've focused on are the facts regarding 60Hz LCD displays. That's all this is about. The pixel peepers are the ones making a tempest in a teapot.
Ipad Air 2, Ipad 8, iphone 5, iphone SE and 7 Plus in the house - all 60hz LCD, zero jelly scroll. ?‍♂️

I've had many ipads, laptops and computer monitors with 60hz LCD pass through my hands over the years and never seen this effect until the ipad Mini 6. It's disappointing as the iPM6 is a fantastic form factor.

Apple doesn't have any refurbished options in my country, but our biggest electronics retailer offers a 30 day return window, and everything that's returned is sold cheaper on their outlet.

The outlet is absolutely -stacked- with iPad minis. It would be interesting to see apples return rate.
 
There is nothing to be done short of upgrading to 120Hz displays, which isn't going to happen. But if then did then those obsessing about this will start whining about the price. These obsessions happen so regularly with new Apple products that there is no way to please the OCD types. Switch to another brand tablet, forget Apple. They're obviously out to get you!

I think "OCD crowd" is a bit reductive. Jelly scrolling is absolutely more noticeable on the mini due to the narrower display, and it's safe to assume horizantal use is more prominent because of the smaller display.

It's fine to enjoy the new iPad, but its a 500$ device, and it's perfectly okay to complain about issues that obviously affects a large portion of users.

For me I use both orientations fairly evenly depending on what I am doing. For all that Apple pushes landscape there are still apps that work best in portrait mode, including FaceTime because of the camera position. The number of people who noticed the problem in landscape is much fewer than those who see the problem in portrait because it depends on the length of the scan lines mostly, short lines show the problem at its worst.
 
Apple would use this to explain if this is true, but Apple just said jelly effect in Mini 6 is normal. If vertical jelly effect is better then why not do that in the new Pro too?

Why all iPad models other than Mini 6 does not have vertical jelly effect because it is easy to tell it is annoying.

They all have it, there’s no question about that. The ipad air, base ipad, and old minis have it in landscape and the ipad pros have it in portrait. It’s only less percievable on the bigger ipads because there’s more screen—or in the case of the IPPs—there’s more screen and ProMotion.
 
I’m team Mini 6 and I love the device. I see the jelly scrolling, but am not bothered by it.

For those who are saying that all iPads have it; yes, that’s true. But this iPad more than any other is used as an e-reader, and for that purpose, if not for others, it is nearly always used in portrait orientation. If you read by turning pages, well and good, but continuous scrolling of lines of text is pretty nearly the activity that will most expose the jelly scrolling effect. Likewise for reading text on the web.

For watching video or playing games, jelly scrolling is a non-issue. It’s mainly when reading text that advances by scrolling rather than page-turning.
 
I notice it on the Mini 6 if I purposely try to induce it. If y’all had never told me about it I would probably not have noticed it.

I miss the Ipad Mini 6 so much. I had it for 2 weeks and returned it. I didn't have an Ipad before that, that form factor is just gold. But that display is garbage (to my eyes).
Unfortunately, I am super sensitive to the jelly scroll, and in general the screen had some weird blurry effects on top (to my eyes). It kept making me feel dizzy.
Now I just have my iPhone and I want a casual couch device again..
I ordered a refurbished Ipad Pro 11 2020 for now, let's see how that goes. As soon as there is an update or a new Ipad Pro Mini out I will ditch it immediately though.. ?

Just like the Air 4 costs more, unfortunately we live in times where the pandemic has messed up everything. It’s your choice with spending, but it’s either pay for it now with current prices, or wait for refurbs. Gone are the days of $399 USD IPad mini’s. ;)
