The only differences between iPad 2 rev. 2 and iPad mini 1 (if I remember correctly) are LTE support, and a better front camera.
Actually, I remember when the iPad 3 came out, they added a microphone for Voice Dictation which the iPad 2 didn't have. This allowed the 3 to get Siri when iOS 6 came out. The iPad mini included this microphone when it came out The iPad 2 could've gotten Siri, but it probably would've had a lot of errors when trying to figure out what you say, and also because Apple wants you to upgrade.

What I do know is Siri worked fine on the iPad 2(well, about as good as it can get)
I had mine jailbroken back then and installed certificates to activate siri. The good times!

Yeah, it should work fine on the iPad 2, maybe just not as accurate.

Funny thing is that i was as accurate as you could expect from any newer devices, i remember that really well.
Same goes for AirDrop enabled on the iPhone 4S. Flawless!

It works on iPhone SE aswell.

iPhone SE TouchID is the same as in 5s, slower than iPhone 6s fingerprint sensor.

If people doing accidentally unlock 6S. So what is that. Iphone SE has a slow fingerprint sensor. Your argument is dead.

If it needs hardware; 5S/6/6Plus has.
If it wants always on motion chip; 5S/6/6Plus has.

What we dont have? Maybe just resistance.
The motion chips in the non M9 phones get turned off while they're locked. That's probably why it's only on the newest devices. The SE must have it because they didn't bother to disable it since it has the hardware already. They might add it to older devices but it seems like it needs the newest chips.

Look, its 99% motion coprocessor driven since it uses movement to activate. Just like it needs the coprocessor for the steps in the health app. You cannot run the gyro etc constantly even when the display is off; bye bye battery life. Logical conclusion without the facts is it is the coprocessor.

Also on the Apple motion coprossor wikipedia "In iOS 10, the motion coprocessor is used for raise to wake functionality."

So it is a hardware limitation, and may be one in the older M7 and M8 too as I believe they are off when the screen is locked (hence no Hello Siri), not some conspiracy theory trying to withhold it from older devices.

I can confirm that till iOS 7, all iPhones supported raise to speak to Siri. But it didn't work to activate the display.
That being said, I don't agree with the conclusion you're drawing. Like others have suggested, it could be to preserve battery life.

Raise to speak it totally different once the screen is already on. It couldve used the gyro etc. back in the day before the motion coprocessors.

The M7 and M8 are off when the screen is locked/off. Thus there is nothing to wake the phone to "raise to wake" absent owning a 6S/6S Plus with the M9. Same reason there is no screen off "hey siri" on older devices as it must listen when the screen is locked/off.

The motion coprocessor is the key and likely a hardware limitation.

Never mind then. I also jailbroke my iPad 3 on iOS 7 and getting Airdrop and adding the blur effect. The AirDrop worked perfectly, and the blur didn't even add lag, so since then I've suspected Apple of purposely removing features on older devices.

Blur didn't add lag? The blur makes my iPhone 6/mini 2 lag. Unless you have some kind of miracle chip in your device, I don't buy it.

When connected only. Leaving it on all the time off the charger would suck the battery dead

But people cannot fathom compromise between less function or complaining about bad battery life, and need something to complain about.
