Actually, I remember when the iPad 3 came out, they added a microphone for Voice Dictation which the iPad 2 didn't have. This allowed the 3 to get Siri when iOS 6 came out. The iPad mini included this microphone when it came out The iPad 2 could've gotten Siri, but it probably would've had a lot of errors when trying to figure out what you say, and also because Apple wants you to upgrade.The only differences between iPad 2 rev. 2 and iPad mini 1 (if I remember correctly) are LTE support, and a better front camera.

What I do know is Siri worked fine on the iPad 2(well, about as good as it can get)
I had mine jailbroken back then and installed certificates to activate siri. The good times!

The motion chips in the non M9 phones get turned off while they're locked. That's probably why it's only on the newest devices. The SE must have it because they didn't bother to disable it since it has the hardware already. They might add it to older devices but it seems like it needs the newest chips.It works on iPhone SE aswell.
iPhone SE TouchID is the same as in 5s, slower than iPhone 6s fingerprint sensor.

I can confirm that till iOS 7, all iPhones supported raise to speak to Siri. But it didn't work to activate the display.I think i lost it on settings, but it was called "Raise to speak", and if i recall correctly i saw it working on the iPhone 4S.
If anyone can confirm we would a solid case on saying "That's not just marketing, that's being a jerk" about Apple

The AirDrop worked perfectly, and the blur didn't even add lag, so since then I've suspected Apple of purposely removing features on older devices.Funny thing is that i was as accurate as you could expect from any newer devices, i remember that really well.
Same goes for AirDrop enabled on the iPhone 4S. Flawless!

The M7 and M8 are off when the screen is locked/off. Thus there is nothing to wake the phone to "raise to wake" absent owning a 6S/6S Plus with the M9. Same reason there is no screen off "hey siri" on older devices as it must listen when the screen is locked/off.
The motion coprocessor is the key and likely a hardware limitation.
