I’m pretty sure the entire crackling / audio issues are all software related. Why else would it happen on headphones too.
Maybe a core audio issue

I agree and that's why I'm confident Apple will resolve the issue.

1) Put volume to 0
2) Press and hold mute or volume down button on touch bar

The noise it produces will always play very faintly through any audio you play, try it out. If you're not pressing it you don't hear anything.

I tried your instructions and get no hissing or any noise. I haven't updated to the new firmware yet.

I also got Mojave beta, maybe it's fixed in this HS update, that's why nothing has changed for me. I got 16P50371a
 
Yes because there is nothing audio related going on at that point. But if I watch a youtube clip for example and in some parts where there's no audio in the clip I still hear a faint hissing.
 
I had my hopes up for this HS update however the DAW crashes remain. Can’t report on crackling yet.
 
This patch might not be the one a few of you were asking for.

Windows received further patches for Intel CPU security problems last week. Today's update must have included those.

have you encountered Kernel panic problems that seem to affect the T2 chip? Reading it is not clear if there are problems affecting few people or it is normal for these new models.
i don't have this issue even before Mojave> hope it's fixed
 
I've noticed the new Mojave beta has a new T2 Chip firmware version
