turned on and wouldnt get past the apple logo..

i have tried all the start up commands nothing works. i cant boot up into recovery mode i get the stop symbol.
i was trying to reinsall the OS but i cant seem to find a download for the Installer.app for el capitan to go back to the latest version my mac can handle..

at boot up it runs the script like commands like a terminal thing goes to the apple logo and just stays there. and then restarts. does the same thing and restarts

Have you tried doing a Pram reset hold command -options p and r while booting or a sac reset shut off your MacBook unplug everything even the power supply remove your battery if you can press the the power buttons then put in your battery plug everything back in and power on and did you try internet recovery by trying holding command-option-r after you hear the chime

have done all the above just restarts and does the same apple loading screen or displays circle with a line crossing it

Connect HDD to the USB port and try to boot(you will need SATA to USB adapter). If it fails, you are definitely have a failing HDD, if you succeed you have a failing internal HDD SATA ribbon cable.
I put in an external usb into the port. hold down option as it powers on .
the screen comes on and the only drive that shows is EFI BOOT

This is the one you want. You are seeing EFI BOOT because your Mac does not support APFS.
okay I then click it.
the computer boots up, the patcher does its thing.. the apple logo comes on.. the loading bar comes on it takes forever..

reaches the end, reboots and then does it again

Do you have a macOS Mojave usb Patcher or do have another Mac in which you can download macOS Mojave and create a Mojave Patcher

Congrats! Your internal HDD SATA ribbon cable is fine. Your HDD/SSD is still in question, you might want to run DriveDX to check condition if you have access to another Mac.

You might also want to boot into patcher recovery and make sure that "AMFI get out of my way" is set, but I can't help you with that, look for this in this thread.

Yes I know there is supposed to be a way with the Catalina Patcher to be able to boot APFS if your HDD/SSd is formatted APFS but I haven't used that method I took a risk and use the dosdude'1 APFS boot rom patcher but is is risky as one models have more than one boot rom number and choosing the wrong one could brick you Mac I bricked my iMac 8,1 but was successful with my MacBook 5,2 and iMac 9,1 the reason I suggested Mojave it is the last macOS that still supports HFS but you can use APFS to and still supports 32 bit apps if yo still use them macOS Catalina does not If you decide to try Mojave your usb need to be 16 gb and formatted HFS-Extended-Journaled http://dosdude1.com/mojave/ here is a link and follow the instructions there

Thanks @TimothyR734 and @jackluke for your Displays prefpane fixes!

Now to figure out how to get Night Shift back in the Display settings :)

so update cant do thr patcher on my current Mac becuase its a 2019 and I read that dosdude1 patcher has problems with 2018 and later Macs so somehow I will have to get a hold off an old one, or just try to take a to a Mac repair store in the City and see what they say

I have never seen 2019 Mac in my life but I already know that the first thing you do is disable that horrible T2 chip and then proceed with creation of the mighty Mojave patcher.

If you followed the convo. I was told to run the patcher and installer to create a boot usb drive on another Mac.
My other Mac is a newer MacBook Air
