Yes, as of July 22, 2017, Time Machine backups will not work if you upgraded to APFS when you installed High Sierra. There isn't exactly a fix for it, other than restoring your Mac and then re-installing High Sierra on a CLEAN INSTALL, and NOT UPGRADING TO APFS WHEN YOU INSTALL 10.13. Also make sure your Time Machine drive is formatted using HFS+
