For me, macOS Ventura works well since 3 months (Version 13.2 and 13.2.1 with OCLP 0.61) without H264 and HEVC H/W acceleration.
But since 13.3 (with OCLP 0.62) H264 and HEVC H/W acceleration works again.
DRM content works with Safari (tried only primevideo) although I don't use this browser... personally I prefer Firefox.
Please excuse me if I mentioned OCLP, I know these pages are mainly dedicated to OpenCore, but I just wanted to share my experience with Ventura and cMP4.1/5.1.
That said, I follow these pages with great interest, which allowed me to understand and make some changes to the config.plist generated by OCLP, such as enabling the VMM flag for USB installers or changing the SIP values or adding the name of my GPU.

Is that the recommended setup now? Also, is there an update on Ventura and your setup?With EnableGop, we can now enable native boot screens. That means you can just hold the Option key to access the native boot picker before OC starts.

That VideoProc App uses different API's (VideoToolBox) than Apple & Adobe Apps (Metal) so it would be good to know if "other" Apps support Video H/W accelerations in Ventura

I did some quick tests about H/W acceleration:
Final Cut uses it very little but still uses it, DaVinci Resolve uses it very well.
Regarding players: VLC, IINA and Elmedia Player use it very well.
Regarding web browsers: Edge and Opera use it very little, Firefox uses it very well.
I had no problem exporting or scrubbing along the video timeline.Thanks for testing those Apps.

H/W acceleration is more used in h.264 export than in h.265

Thanks @cdf. All sorted now. Got a bit worried because my PCIe NVMe locations were a lot longer than your example but it worked.Both your concerns are addressed in post #1. Take a look at Complete your setup > Make PCIe drives internal and Complete your setup > Settings for older versions of macOS.

Not being natively supported means you would have to go the OpenCore Legacy Project route, which means the information in this thread is not applicable to your situation.
