Well, one feature we can be sure is new in El Capitan is menu bar auto-hide. The menu bar can now be hidden and will appear on top of applications when the cursor is moved to the top of the screen. How long have you been running the Mac mini (including sleeping it) with Yosemite vs El Capitan?Is it just me or has Apple improved RAM management compared to Yosemite?
Previously on Yosemite Mac Mini 2014 with 8 GB of RAM Activity monitor would show Compressed memory between 2-4 GB and Swap used was between 3-4 GB. Memory pressure was Orange and occasionally Red. I had about 20 programs open simultaneously, including DevonThink Pro with 4 databases. Mini was quite slow.
With Public beta 3 in similar situation memory stays green and there is no Swap, Mini is clearly faster...

Here's how to disable: Boot into Recovery (start up holding down down Command-R until the Apple logo appears), and select "Security Configuration" from "Utilities" on the menu bar. Uncheck "Enforce System Integrity Protection", click "Apply Configuration", click "Apply" on the resulting prompt, and restart. Rootless will now be disabled.
