They look like booties to protect their paws from frostbite. When I worked on the new hospital at Elmendorf AFB, I took my son salmon fishing. Our guide was a very tough looking lady who cared a shot gun on her shoulders, we asked what the gum was for and she simply said "Bear". Turns out she was a famous Iditarod racer named Dee Dee, she said she had 90 dogs at the time.
 
Those are what is called, "booties" to help the dogs' paw pads (the rough skin on the paw). After some time on the trail, ice or rough terrain tend to chafe or create small cuts on the dogs' paws. The booties also reduce the chances of frostbite.
Thanks. I wasn’t sure how much the dogs cared for wearing them. Plus, it seems like it might make it harder for them to gain traction since they doin’t exactly have feet made for supportive footwear! I’d figure these things wouldn’t make it long before getting torn up. Do you know what they are made out of?
