No it does not make it darker all the time, not always. In fact, in direct sunlight you are limiting the potential of what the phone will do to increase light output.
Doh... my 15PM had it off. (I always have it off on all phones.) Gotta love that Apple turns it back on even when transferring settings from my old phone.
in my defense, I was on the runway taking off for a flight when I posted that. Got my 16PM late last night and not had much time with it before this trip.
So far no sharp edges, no screen issues and no input lag/miss-reads that people are reporting.
After I broke the Apple internet last year with my photos of the horrendous Image Retention getting millions of views that were not burn-in and were 98% fixed with a software fix, it's nice to be normal again.
In my experience for years, the display will not go to max brightness without auto-brightness enabled. Your disabling Auto brightness is actually reducing the phone's changes of hitting max brightness when outdoors.
The following test has worked on my Xs Max, 13 Pro, and 16 Pro today (and for years now before) in iOS 18.

For whatever reason, Apple only allows the actual brightness to go past max, when it can control the OLED output internally. Perhaps for battery / thermal reasons, but this has been the case for many years now that if you want max brightness in outdoor situations, leave Auto brightness on.
