I turned off wifi and the problem stopped. So it got me thinking that the phone is constantly trying to download something and failing. I found that when I transferred to the new iPhone 14 pro three movies did not download and were constantly trying to download. I canceled the download. So far no more system data problem.
I’ve given up attempting to fix it.

Whatever I do, doesn’t work, and not connecting to Wi-Fi doesn’t work - mine is still growing when only operating through data.

I shouldn’t have to change my usage behaviours, or try to workaround the problem.

It just needs to be fixed - it’s clearly an issue.

(As you can tell, I’m getting a bit pissed off now - I had another enjoyable conversation with Apple support who were next to useless. I must have done 10+ restarts, resets, setting changed etc. It’s ridiculous. The hey tried to say it was normal behaviour again! What buying a 256gb device, and for 170gb to be consumed by system data? Utter, clueless BS)
 
Just out of curiosity, is it actually using up the GB, or could it be a false text bug?

Has anyone actually reached the limit and couldn’t download anything else?

I have been having the same issues as everyone here, and have tried most of the 'solutions', but none have worked.
After switching on / off, I went to "Privacy & Security" - "Location Services" - scrolled down to "System Services", scrolled down to "Significant Locations" and switched that off. It was the item that appeared to have an almost continuous purple arrow. It may be a coincidence but it seems to have worked, no build up in System Data for 24 hours. It may also be the " it will be ok in 48-72 hours " thing that Apple seems to have quoted :)

yeah mine maxed out and i wasnt receiving email, text or what app messages. Phone was telling me to delete stuff off my phone. Which i did, now annoyed that its a bug and i didnt have to delete anything. apple sort this please..
 
My Significant Locations was already switched off :(
Mine are on but they’ve always been on and I’ve never had this issue. Just hard reset my phone and down to 10 GB from 140 GB. Let’s see if the 48-72 hours has made a difference. Will monitor throughout the day. :(
 
Thought I'd share my experience with this bug. Same issue as everyone else with the system data maxing out. I have the 14 Pro Max 256GB. Had to keep restarting to reset the system data and reset the phone then restored from iCloud. Had a long call with Apple yesterday where they ran diagnostics and then passed it onto the engineering team. This morning I've kept Wi-Fi turned off and just used mobile data and system data hasn't crossed 7GB. Tempted to reset and setup as new iPhone at this rate. Not a great start. Apple seriously messed this one up.
 
I’m probably jumping the gun, but I’ll post anyway. Half an hour ago my 14 pro max just crashed, tried turning it back on, no luck. Was about to go up to Apple Store when it just rebooted on its own. Half an hour in and system data hasn’t grown.. I’ll update in next few hours, but I think it’s the first time it’s gone half an hour without growing significantly.
I can’t say I’ve done anything, I wish I could. I was wondering whether the storage has maxed out and forced a reboot, but I can’t say. Let’s see what happens...
 
had the exact same issue on my 14 Pro 512GB, nothing did fix it, so I did try to go to iOS16.1 beta2 and this did fix it for me!
After downloading the Beta profile I was firstly only receiving iOS16.1 beta1, which did not help, but after a few hours I did get also the beta2 in the update screen.
 
Could it be something to do with Apps?

I’ve just looked in my iPhone storage list again, and I now have 2 Paper Toss games.

Now I know 100% yesterday there was only 1 paper toss in the list, as I was looking through them all to see what could be deleted.

If I tried this and updated to the Beta version 2, can you resort back to the main public version?
 
Just to update this thread — a few days ago I did a full factory restore and did not restore my iCloud backup, but instead reconfigured my device manually, as suggested by @music.galaxy who replied to my post. Since doing this, I haven’t had the issue.

At this point I think the cause is either an app that I haven’t (yet) manually reinstalled, or some corrupt data in my backup.

Nope, no good. Nothing for 2 hours, then 65gb in last half hour..😡😡
 
I think I’ve worked it out. Mine was filling up every day. Rebooted and then switched off Always On display. Since doing that it’s been stable at 5-6GB.

Always On is the only real difference with the models and this bug only seems to happen on the pro models.

A hard reboot will clear the system data, but it will fill back up
